AGPO (Access to Government Procurement Opportunities) is a program aimed at facilitating organizations owned by women, youth, and persons with disability to participate in opportunities created by the Government of Kenya. This includes access to AGPO tenders, public works, consultancy services, and supply of goods, among others.
To be eligible for the AGPO program, organizations must meet certain requirements based on their ownership group. These requirements include:
- Youth: The Government of Kenya defines youth as a person aged between 18 and 35 years. A youth-owned organization should be a registered enterprise in the form of a limited company, partnership, or sole proprietorship. If it is a limited company or partnership, ownership must be in the form of shares owned or capital invested. The composition of youth in the company must not be less than 70%. Registration requirements for youth include original scans of:
- A national ID card or passport
- Certificate of Incorporation or Business Registration Certificate
- A Partnership Deed if you are running a partnership business
- CR12 if you are running a Limited Company
- A tax compliance certificate
- Letter from the National Construction Authority (NCA)
- Persons with disabilities: The Persons with Disabilities Act, 2003 defines disability as a physical, mental, sensory, or an impairment in a person. This definition also covers hearing, visual, physical, or learning incapability, that impacts a person’s environmental, economic, or social participation. To register for the AGPO certificate, a person with a disability must provide their registration number, which they can get from the National Council for Persons with Disabilities (NCPWD). They also need the following documents:
- A national ID card or passport
- Certificate of Incorporation or Business Registration Certificate
- A Partnership Deed if you are running a partnership business
- CR12 if you are running a Limited Company
- A tax compliance certificate
- Letter from the National Construction Authority (NCA)
- Women: In this context, a woman is a female who is 18 years old and above. To register for the AGPO certificate, women must be in a company, corporation, association, or unincorporated entity where 70% of the members or shareholders, including directors, are females. They must produce the following documents before registering for the AGPO certificate:
- A national ID card or passport
- Certificate of Incorporation or Business Registration Certificate
- A Partnership Deed if you are running a partnership business
- CR12 if you are running a Limited Company
- A tax compliance certificate
- Letter from the National Construction Authority (NCA)
If you meet all these requirements and have gathered all the necessary documents, you can begin the process of applying for an AGPO certificate. Here is how to apply:
- Go to the AGPO website and create an account by providing your personal information, email address, and a password.
- Activate your account by clicking on the activation link sent to your email.
- Log in to the AGPO system using the email address and password you used to register your account.
- Fill out the application form, providing all the necessary information and uploading the required documents.
- Submit the application form and pay the processing fee.
- Wait for the AGPO Secretariat to review your application and issue your AGPO certificate, if you are eligible.
